A federal judge on Thursday said he stood ready to enforce an order he issued blocking U.S. President Donald Trump's administration from freezing federal grants, loans and other financial assistance after Democratic-led states said billions of dollars in funding was still being tied up.

The Trump administration offered “no rationale” for cutting off potentially trillions of dollars in federal funding of grants, loans and other financial assistance to recipients nationwide with less than 24 hours notice to conduct an ideological review,

The federal judge noted that organizations had informed the court as recently as last night that they still could not reach their funds.
