A federal appeals panel ordered a Tufts University student who is in ICE custody be transferred to Vermont. Kavan Markwood, 20, was in critical condition after the accident, which happened in the seventh inning of the Pirates game against the Chicago Cubs last week

Rumeysa Ozturk, an international student from Turkey, was detained in Massachusetts in March and later taken to Louisiana. The ruling said she must be transferred within a week.
