MIAMI – Tropical Storm Melissa dumped heavy rain on parts of Haiti and the Dominican Republic on Wednesday as forecasters warned of significant flood risk in parts of the northern Caribbean this week.

Tropical Storm Melissa is still a few hundred miles southeast of Jamaica, moving at 2 mph, with wind speeds around 50 mph. Melissa is expected to strengthen into a hurricane around Friday evening.
